The name is a charge on a letter, which is not a cheerful thing to call a website. It's named that because it's the phrase people reach for at nine at night with an envelope open in front of them.
The phrase covers more than one charge, and until you know which one the letter means, the total in bold is not information you can act on. That single idea is the reason this address exists.
If you read it, went back to the letter and found the form number, you've had the useful part and you owe nobody anything for it.
